 Wissenschaftler gegen Überwachung

Aktion Freiheit statt Angst begrüßt die Initiative von über 200 Wissenschaftlern weltweit, die sich mit ihrem Aufruf gegen Massenüberwachung wehren.


In diesem Sommer wurde bekannt, vor allem dank Edward Snowden, dass US- und europäische Geheimdienste die Massenüberwachung von Hunderten von Millionen Menschen betreiben.

 

Geheimdienste überwachen die Internet-Nutzung, Telefonanrufe, E-Mails, Facebook-Einträge, Zahlungsdetails und weit mehr. Die Dienste haben auch persönliche Informationen gesammelt, indem sie auf den internen Datenverkehr von Unternehmen wie Google und Yahoo zugriffen. Skype-Telefonate sind für Überwachung "leicht zugänglich". Geheimdienste haben absichtlich Verschlüsselungsstandards geschwächt. Jene Verfahren, die unsere Online-Banking-Anwendungen und unsere Patientendaten schützen solle. Dies sind nur einige Beispiele. Alles in allem: Die Welt wird in einem beispiellosen Maß überwacht.

 

Das muss aufhören.

 

Das Recht auf Privatsphäre ist ein Grundrecht. Es wird von internationalen Verträgen geschützt, zum Beispiel vom Internationale Pakt über bürgerliche und politische Rechte und von der Europäischen Menschenrechtskonvention. Ohne Privatsphäre können Menschen ihre Meinung nicht frei äußern, sie können Informationen nicht frei suchen und empfangen. Zudem verkehrt die Massenüberwachung die Unschuldsvermutung in eine Schuldvermutung. Niemand bestreitet, dass die nationale Sicherheit geschützt werden muss, dass öffentliche Sicherheit und die Aufdeckung von Straftaten wichtige Güter sind. Aber die aktuelle geheime und unbeschränkte Überwachungspraxis verletzt die Grundrechte und die Rechtsstaatlichkeit, sie untergräbt die Demokratie.

 

Die Unterzeichner dieser Erklärung rufen die Nationalstaaten zum Handeln auf. Geheimdienste müssen transparent arbeiten und Rechenschaft schuldig sein. Menschen müssen frei von Massenüberwachung durch Geheimdienste ihrer oder anderer Staaten leben. Staaten müssen die Grundrechte und Grundfreiheiten aller Menschen schützen, insbesondere die Privatsphäre aller Menschen.

 

Der Aufruf der Autorengruppe Academics Against Mass Surveillance wurde auf Initiative von Nico van Eijk, Beate Roessler, Manon Oostveen und Frederik Zuiderveen Borgesius veröffentlicht.
